Employer-Sponsored Group Plans vs. Individual Open Enrollment
The ACA's November–January individual open enrollment window does not apply to employer-sponsored group health plans. Florida small businesses can apply for and start a group health plan in any month of the year — there is no required waiting period for new groups and no "open season" restriction. This is one of the key advantages of employer-sponsored coverage over individual market plans.
For employees, the employer sets a plan effective date and enrollment window. Employees who miss the initial enrollment window must wait for either the annual open enrollment period or a qualifying life event to make changes.

When Employees Can Enroll or Make Changes
Outside of the initial enrollment when the plan launches, employees can enroll or change coverage only during:
- Annual open enrollment — your plan's anniversary date triggers an open enrollment window, typically 30 days, when all employees can add, drop, or change coverage
- Qualifying life events (QLE) — marriage, divorce, birth/adoption of a child, death of a dependent, loss of other coverage, change in employment status (moving from part-time to full-time)
- New hire eligibility — new employees become eligible after meeting your plan's waiting period (maximum 90 days under ACA), at which point they have a one-time enrollment window
Qualifying Life Events for Florida Small Group Plans
- Marriage or divorce
- Birth, adoption, or placement for adoption of a child
- Death of a dependent
- Loss of other qualifying coverage (spouse's employer plan ends, COBRA expires, Medicaid terminates)
- Change in employment status affecting hours (full-time to part-time or vice versa)
- Move to a different county or rating area (rare for employees staying near the workplace)
Annual Renewal Open Enrollment
Florida small group plans renew annually. Most carriers notify employers 60–90 days before renewal of any premium changes and plan modifications. The renewal is an opportunity to: re-shop carriers for potentially lower rates, adjust contribution levels, add or remove plan options, and allow employees to make benefit changes. If you don't take action at renewal, the plan typically auto-renews with the same structure at the new premium rate.
