What Is the SHOP Marketplace?
The SHOP (Small Business Health Options Program) marketplace is the ACA's group health insurance exchange for small businesses. In Florida, SHOP is operated through healthcare.gov. Purchasing your group health plan through SHOP is the only way to qualify for the Small Business Health Care Tax Credit — worth up to 50% of premiums for for-profit businesses and 35% for nonprofits.
SHOP is not a separate insurer. The same Florida Blue, Ambetter, Aetna, and Oscar plans available outside SHOP are also available through SHOP — the difference is that SHOP enrollment creates the eligibility pathway for the federal tax credit.
Who Qualifies for the SHOP Tax Credit?
Your business must meet all three criteria:
- Fewer than 25 full-time equivalent (FTE) employees — part-time employees count proportionally
- Average annual wages under $62,000 — calculated across all FTEs, excluding owners and family members
- Employer pays at least 50% of employee-only premiums — you must contribute at least half the single-coverage cost for each eligible employee
The plan must also be purchased through the SHOP marketplace at healthcare.gov. Buying the same plan outside SHOP does not create credit eligibility.
How the Credit Is Calculated

The credit phases out as FTE count rises above 10 and as average wages rise above $31,000. The maximum 50% credit requires both fewer than 10 FTEs and average wages under $31,000. The credit is available for two consecutive tax years.
How to Calculate Your FTE Count
FTEs are calculated differently for SHOP than for ALE (Affordable Care Act employer mandate) purposes. For SHOP credit:
- Add total hours worked by all non-owner employees during the year
- Divide by 2,080 (full-time equivalent hours)
- Owners, partners, shareholders (2%+ S-corp), family members of owners — excluded from FTE count and wage average
- Seasonal employees working fewer than 120 days/year — excluded from FTE count
Example: 4 full-time employees (2,080 hrs each) + 4 part-time employees (1,040 hrs each) = 8,320 + 4,160 = 12,480 hours ÷ 2,080 = 6 FTEs.
How to Enroll Through SHOP in Florida
The process:

- Employees enroll within the open enrollment window
- Coverage begins on the 1st of the month

Claiming the Credit
The SHOP tax credit is claimed on IRS Form 8941 (Credit for Small Employer Health Insurance Premiums) and attached to your annual business tax return:
- S-corps and partnerships: Credit passes through to owners on Schedule K-1
- Sole proprietors and single-member LLCs: Claimed on Schedule C / Form 1040
- C-corps: Claimed directly on Form 1120
- Nonprofits: Claimed as a reduction in employment tax liability on Form 990-T
The credit is nonrefundable for for-profit businesses (cannot exceed tax liability) but can be carried back one year or forward 20 years. Nonprofits receive a refundable credit against employment taxes.
